Human Resource Manager

This position provides an exciting opportunity to create the HR Department.
Under the direction of the Executive Director (ED), this includes building and executing systems and processes, payroll, selecting HR software, and managing a wide range of staff members, including volunteers and individuals with diverse mental health considerations.
This position oversees areas including recruitment, benefits administration, employee relations, and leave management along with compliance with applicable laws.
The HR Director will also serve as a strategic partner to the ED and MHAGC management in furthering a staff-oriented organizational culture and overseeing the organization's long-term human resources strategy.
The HR Director will play a key role in planning and helping execute organizational development and growth and ensure ADA compliance.
ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDEoEvaluate current systems to determine the necessity of HR software.
If deemed necessary, select and roll out Human Resource software.
oOn-boarding new employees, ensuring that they have a smooth and welcoming transition into MHAGC.
Assisting managers as needed with department-specific orientation tasks.
oIn partnership with the Executive Director, developing and implementing MHAGC human resources strategy.
Creating and leading physical and mental wellness programs in remote and onsite workers.
oDeveloping and implementing a new payroll process, which includes the responsibility for oversight of all time cards.
Ensure the payroll system meets all grant requirements.
oWorking with the MHAGC broker on annual benefits renewal and open enrollment.
Evaluating benefits (e.
g.
, medical and dental plans) annually and ensuring that employees have the information necessary to make well-informed decisions.
oAssisting staff with leaves of absence (e.
g.
, PDL, PFL, FMLA/CFRA), and overseeing workers' compensation, unemployment, and disability claims.
oEnsuring MHAGC wage and labor law compliance.
Working annually to review and update the MHAGC wage scale.
Providing input on the wage scale by conducting annual job evaluations.
Ensuring wage scale follows all grant requirements.
oGenerating reports to support payroll and benefits (e.
g.
EEO, Census reports, etc.
).
oLeading agency-wide recruiting for all open positions, including reviewing and updating the hiring process as necessary, working with managers on job descriptions, posting and managing ads, reviewing resumes, conducting interviews, reference checks, and background checks as necessary, and attending job fairs.
oMaintaining employee files as well as any required training, hours for and renewal certifications, and licensing documentation.
oIn partnership with the Executive Director, overseeing the annual performance evaluation process, tracking the timely completion of performance and compensation reviews, and assisting managers as needed with writing and editing review documents.
Coaching managers on delivering performance feedback, developing performance plans, and addressing interpersonal issues.
oResponsible for scheduling all agency harassment training and tracking completions.
oParticipating in weekly director-level meetings.
Contributing to and/or leading the HR portion of internal updates, staff and department meetings, and other internal communications as directed by the Executive Director.
oRevising/creating handbooks, policies, and procedures as required to accurately mirror current business practices, accreditation standards, and governing laws/regulations.
oAttending HR educational training and seminars, reviewing relevant professional publications/materials, establishing HR professional networks, and using industry memberships to remain current in HR matters.
oExperience with trauma-informed HR practices.
oAssisting with annual fiscal reviews.
oPlay a major part in organizational growth and development through creating new organizational chart and job descriptions, assessing the organization's future needs, and creating processes.
oExperience selecting and setting up employee retirement plans.
oOther duties as assigned by the Executive Director.

RequirementsQUALIFICATIONS, SKILLS AND EXPERIENCEoBachelor's degree required.
oMust have a social services background.
Experience in non-profits strongly preferred.
oHuman resources generalist experience.
oHave a passion for mental health and a strong belief in the MHAGC's valuesoExperience with organizational growth oTake initiative and ownership when building the HR Department oKnowledge of HR software required.
oHighly organized with strong attention to detail.
oProven leadership regarding DEI assessment, strategy, planning, and training.
oExceptional communication skills and the ability to listen and engage with all staff.
Experience counseling employees, addressing performance issues, and assisting with ending employment, and other staffing changes.
oExperience and ability to work well with a diverse population, colleagues, and outside agencies.
oStrong written and verbal communication skills, including the ability to prepare detailed written reports.
oSolid understanding of local, state, and federal laws including FMLA, COBRA, EEO, ADA, minimum hourly wage increases, etc.
oDemonstrated ability to thrive in a rapidly changing, multi-cultural environment.
oSkilled at multitasking, coordinating, organizing, prioritizing, and executing responsibilities in the face of conflicting priorities and unexpected situations.
oTechnical skills with Microsoft Office Suite (Word, Excel, PowerPoint), Google Docs, and candidate research.
oOutgoing and upbeat personality, strong work ethic, and genuine desire to help colleagues.
oHigh level of discretion and ability to hold confidentiality in both internal and external matters.
